Health insurance

A short-stay visitor is not an insured person in the Montenegrin state system. Insured persons are Montenegrin citizens who live in Montenegro and foreigners with an approved permanent or temporary residence in a listed category, for example employees, entrepreneurs and pensioners.

Citizens of countries that have an international social insurance agreement with Montenegro receive health care to the extent set by that agreement.

Montenegro requires travel medical insurance for some visa applications (see below).

Insurance for a visa

If you apply for a single-entry or double-entry short-stay visa (C visa), you must prove that you have valid travel medical insurance (Foreign Nationals Law, Art. 23). The insurance must cover:

  • return to your home country for health reasons;
  • emergency medical care or emergency hospital treatment;
  • death during the stay.

If you apply for a multiple-entry visa, show the insurance for the first visit and sign a statement for the later visits.

If you request the visa at a border crossing, you do not need to show the insurance when you cannot get it there or when you enter for humanitarian reasons.

Citizens of visa-free countries are not covered by this rule. See visa types and the visa check.

Lost passport

The ministry in charge of internal affairs (the Ministry) can issue an emergency travel document to a foreigner who lost a foreign travel document. The document is for travel abroad and is valid for up to 30 days.

The Ministry issues it when your home state has no diplomatic or consular mission in Montenegro and no other state represents it. In other cases it can issue it exceptionally, when there are reasonable grounds.

You apply to the Ministry. You give a photo, fingerprints of two fingers and a digital signature.

The Ministry of Foreign Affairs lists the foreign embassies in Montenegro, with address, phone and e-mail. Example: Embassy of Germany.

Health check at the border

An inspector can order health surveillance at the border crossing for people who arrive from countries where cholera, plague, yellow fever, malaria or viral haemorrhagic fevers occur.

For border rules see entry requirements.
